On a house, the hard question is the surface. On a commercial site it is everything around the surface — who is on site and when, which walkway can be closed and for how long, whether the childcare centre has children in it, and where several hundred litres a minute of runoff is going once it leaves the building.
Committees and facilities managers are not being difficult when they ask for the paperwork first. They are being asked for it themselves, by insurers, by owners and by the department above them. A contractor who treats that as an obstacle creates work for the person who hired them, and that is the last thing a building manager needs from a cleaning contractor.

QBuild work is reached by subcontracting under Reef City Maintenance, who hold the accreditation — QBuild requires licences that pressure cleaning as a trade does not carry, so it isn’t something we can register for directly. If your tender needs it held in our own name, we’re not your contractor, and you should know that on day one rather than at evaluation.
